Radix Noel, owner and developer, is a Carriacouan (nickname kayak) by birth, who for many years lived in the U.S. and U.K. working in financial institutions, before emigrating to Antigua, where he currently resides, and owns and manages a small resort, Harbour View Apartments on the busy yachting harbour of Falmouth.

Although his life in Antigua, also in the West Indies, is relatively relaxed, he yearns to return to his birthplace of Carriacou. The St. Louis Resort is therefore the realisation of his lifelong dream to return to the island.
